Importing goods into Haiti requires compliance with strict customs regulations designed to protect public health, the environment, and national security. Certain products are prohibited outright, while others require special authorization from Haitian authorities before entering the country.

🚫 Prohibited Items in Haiti

According to the Ministry of Commerce and Industry and longstanding Haitian law, the following items are banned from import:

• Weapons and Military Equipment – including tanks, armored vehicles, warships, lifeboats, arms, and ammunition not intended for official government use.

• Pornographic Materials – any items of a pornographic nature.

• Narcotics and Illegal Drugs – strictly prohibited under Haitian law.

• Counterfeit Production Equipment – machines or tools used for producing counterfeit currency or securities.

• Used Clothing and Shoes – technically prohibited under a 1962 law, although this ban is rarely enforced. Imports of used clothing, especially from the United States and the Dominican Republic, remain common and are often cleared as personal effects.

⚠️ Note: In 2013, the Haitian government lifted the 2008 ban on poultry meat imports. However, eggs remain prohibited from regions affected by avian influenza.

📋 Restricted Imports Requiring Authorization

Some products are restricted and may only be imported with prior authorization from Haitian ministries, including:

• Weapons, Waste, Drugs, and Agricultural Products – require special authorization from the Haitian government.

• Ethyl Alcohol, Chemicals, and Pharmaceuticals – require approval from the Ministry of Public Health.

• Plants and Plant Products – require authorization from the Quarantine Department of the Ministry of Agriculture and a phytosanitary certificate from the exporting country.

🐖 Animal and Livestock Import Restrictions

To protect Haiti’s livestock from disease outbreaks, strict health certification is required for live animal imports:

• Bovine animals and swine must have certificates proving the country of origin is free from:

  • Foot and mouth disease

  • Contagious bovine pleuropneumonia

  • Rinderpest

  • Vesicular stomatitis

  • Lumpy skin disease

• Swine imports must additionally certify freedom from:

  • African swine fever (ASF)

  • Ordinary swine fever

  • Vesicular exanthema

  • Swine encephalomyelitis

In September 2021, African swine fever re-emerged on the island of Hispaniola. As a result, the United States prohibits imports of pork from both Haiti and the Dominican Republic to prevent ASF from spreading into U.S. livestock.

🌍 Environmental and Wildlife Controls

Although Haiti is not an official member of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the country voluntarily adheres to CITES guidelines to protect endangered species.

Currently, Haiti does not impose quantitative restrictions on animal imports, but environmental and health clearances remain mandatory.
