These items are generally banned and will be confiscated or refused entry:
Narcotics and illicit drugs
Obscene or pornographic materials
Lottery tickets, gambling devices
Food items (e.g. meat, unapproved plant/animal products) unless FDA or USDA permits exist
Hazardous or explosive items: fireworks, flammable/combustive/toxic substances, corrosives
Switchblade knives
Pirated or counterfeit media (books, software, videos)
Ivory, endangered wildlife products, furs, tortoise shells, ivory tusks without proper documentation
Firearms and ammunition (especially auto/heavy military weapons), unless proper ATF licenses are in place—most personal shipments are prohibited
Cultural artifacts from regulated periods or countries unless legal permits are secured
-
These may be allowed but require additional documentation, permits, or approvals and may trigger delays or extra fees:
Medicines/Pharmaceuticals: only for personal use in normal quantities and backed by prescriptions or physician letters
Biological or veterinary materials: import permits required (e.g. cultures, vaccines, research specimens)
Live animals, plants, seeds: USDA/APHIS permits required and subject to quarantine rules
Alcohol & tobacco: alcohol not advised in household goods shipments unless licensed; tobacco similarly regulated
Antiques, art, valuables, jewelry: must show proof of ownership, purchase invoices; often inspected or taxed; should be separately declared
Household goods/new items: often subject to use tax and Puerto Rico’s excise taxes if imported for commercial use
Motor vehicles: must adhere to full U.S. import documentation and tax rules (EPA, DOT forms), and not included in personal household shipments unless separated
-
SURI system registration: required for all individual or business importation of taxable items—use prior to export
Use Tax: Puerto Rico charges “use tax” or excise tax (~11–12%) on taxable items imported from mainland USA—even though no federal customs duties apply
Inspection & documentation: Every shipment is subject to inspection. Detailed inventories in English, proper forms (e.g. customs CF‑3299, bill of lading), and ID/proof of residency or permit are essential
Household goods: Items owned and used for over 1 year typically duty-free; new household items are taxed as use tax if not personally used
